Representatives from nine trade unions in Eastern Europe who will have to liberalise their postal markets by 1 January, 2013 gathered in Bucharest (2-3 February 2012) to discuss postal liberalization.

Representatives from nine trade unions in Eastern Europe who will have to liberalise their postal markets by 1 January, 2013 gathered in Bucharest (2-3 February 2012) to discuss postal liberalization.
Speakers from trade unions in Western and Northern Europe where postal liberalization has already happened, such as Sweden, Belgium, Germany and the Netherlands, spoke about how liberalization affected postal workers' jobs and how unions can prepare their members for the upcoming changes and minimize the adverse effects.
Participants discussed adding social regulation to postal laws, organizing members in the new competitors and having strong collective agreements.
This seminar was part of the Trade Unions Preparing for Change project that was funded by the European Commission. Two more workshops will take place in Croatia and Belgium

JCM Departmental Council held on 10.02.2012. Ms. Manjula Prashar, Secretary, Department of Posts, presided. All Postal Board members and senior officers were present. All notified items were discussed. Minutes of the Standing Committee meeting held on 02.02.2012 and todays meeting will be published shortly. Strike charter of demands/items were not discussed again. It is assured that progress report on all the items discussed earlier will also be furnished to the staff side.

Today the President and SG FNPO met CGM(PLI) along with PRESDIENT FNPO DPLI KOLKATTA and SANJOY ROY Circle Secretary , and discussed the following issues :-
1. Testing of newly developed PLI software in O/o DPLI, Kolkata CGM PLI agreed our views.
2. Training for all the officials of O/o DPLI, Kolkata by NICCGM PLI assured to look in to the matter.
3. Existing staff should not be transferredredeployed in productive work in O/o DPLI KolkataThis is agreed by CGM PLI.

MEETING WITH MINISTER
Meeting with Sri. Sachin Pilot, Honble Minister of State of Communications, was held today (21.01.2012) at 11.00 AM. Meeting lasted for 30 minutes. The staff side presented a memorandum to the Minister, containing the issues which needs Ministers intervention. Minister agreed to examine each case on its merits and take early decision. The following issues were discussed with the Minister, in detail.
(i) Issues relating to Gramin Dak Sevaks
(ii) Issues relating to casual, Part-time, Contingent employees
(iii) Revision of overtime allowance
Regarding GDS issues like status, promotion etc. Minister assured to examine the cases in detail and taken a decision at the earliest. Regarding reduction of existing allowances of GDS, the Minister gave on the spot instructions to the Secretary, Department of Posts, to issue orders protecting the existing TRCA in full. Further regarding cash handling point Minister directed Secretary that it should be finalized before 31st January 2012. He assured that the other issues like Bonus ceiling, providing norms for left out items etc. will also be given sympathetic consideration. Regarding casual labourers issues Minister gave direction to the Postal Board to expedite the orders. Minister further assured that he will definitely call for the files relating to the other items mentioned in the memorandum and an indepth examination of the issues will be made and decision taken early.
The staff side thanked the Minister for giving us an opportunity to present our cases in front of him. The staff side was represented by Sri. D. Theagarajan (S/G, FNPO), Com. M. The attack on Postal and RMS Employees including Gramin Dak Sevaks is mainly due to the policy of the Government against which all the Central Trade unions and Federations are jointly fighting. We as Postal workers, it is our duty to join the working class in its fight against the anti-labour policies of the Government. The Central JCA (FNPO, NFPE, AIPEDEU, NUGDS) calls upon the entire Postal and RMS employees including Gramin Dak Sevaks to conduct intensive preparations for making the 28th February 2012 All India Strike a complete success. Strike notice will served by the Central JCA to the Secretary, Department of Posts.

CENTRAL JCA MET ON 11.01.2012 UNANIMOUSLY DECIDES TO GO AHEAD WITH THE INDEFINITE STRIKE MAKE THE STRIKE CENT PERCENT SUCCESS
We are in receipt of encouraging reports from various circles and divisions about the mobilization by grass root level workers and leaders for the total participation of employees in the Indefinite Strike from 17th January 2012 as per the call of Central Joint council of Action (NFPE, FNPO & GDS Unions)
Inspite of our vehement opposition the Postal Board is adamant on implementing Mckinsey consultancy reforms (L1, L2) in RMS. Further regarding closure/merger of Post offices, they are violating the earlier assurances and going on justifying the merger of Post office. On other demands assurances given in July 2011 is repeated and no result oriented action is forth coming.
In these circumstances the Central JCA meeting held on 11.01.2012 has unanimously decided to intensify the strike preparations and go on indefinite strike from 17th January 2012.

The National Anomaly committee was held on 5/01/2012 as scheduled.
The Government has agreed in the Anomaly Committee meeting to grant one increment on 1.1.2006 in the pre-revised scale of pay for all those whose increment falls between 1st Feb and 30th June 2006. This is applicable only for those who were in service as on 1.1.2006. They will draw their next increment in the new Pay Band on 1st July 2006.
