Dear all,SG FNPO during the period 19 to 21.3.25 met CPMG Punjab, DPS HQRs Delhi circle and various officers in Directorate along with other FNPO leaders. Submitted some letters and discussed some issues as follows.
1. AAO exam 2024 result will take some more time because 3 months relaxation issue of service condition i.e instead 1.1.24 taken 1.4.24 crucial date matter referred to DoPT for clarification.
2. IP sealed cover results issue under examination on case by case merit.
3. SSC 2024 result came and waiting for dossiers and circle allotment will be given in April.
4. Revised vacancy position of PA/SA cadre and soon Rule 38 list will be published by the CEPT.
5. Cash handling allowance and treasury allowance has been subsumed in 7th cpc but cash handling allowance not paying to SPMs where there is no TR post. In this we requested clear clarification for implementation and soon will get the same.
6. The merger of the Accounts line with the General line is not correct and the reasons are explained in detail through the letter.
7. PM & MTS many are eagerly waiting but due to technical issues not allowing and we suggested positive ways and will get a positive order soon.
8. Telangana co not considering LSG reversion even recently also and escalated the same again with Member P.
9. Est review difficulty explained to DDG P through detailed letter and requested to rationalisation of staff based on present SSP system and suggested to make the same along with Administrative offices Est review after implementing Project 2.o
10. Requested to withdraw PA assistance to Subdivision heads again and got a positive response.
11. Delhi Circle will release 2022 Postman selection 2nd/supplimentary list by the end of March 2025
12. Delhi 2022 MTS selection list for around 700 (eligible GDS are less than the available vacancies for 2022) will be published in April 2025
13. Delhi Circle 2023 Postman and MTS selected lists also will be released in May/june 2025. We have requested to complete joining process before 30.6.2025 to avoid loss of January 2026 increment. Also suggested to allow direct joining instead of training first as the same may provide after joining also to avoid delay in joining.
14. Delhi circle eagerly working on the process of allotment of quarters as per seniority and availability. We suggested to do allotment every quarter (every 3 months) based on availability.
15. In Delhi no division allows substitute/outsider for other than CL which is against to the department existing rules and requested DPS HQRs to issue instructions to all for strict compliance.
16. One time relaxation for HSG II and HSG I should be considered like what happened in 2006 and 2008 the official even worked for one day (means on the crucial date) HSG II and HSG I promotion had been allowed as a onetime measure. Hence requested to get approval on the same lines from the DoPT.
17. Jalandhar SSP anti staff welfare issues discussed with CPMG Punjab and Sir assured to resolve soon.
18. Some circles denying 2 hours half daily for the staff who appointed in SPORTs quota hence we have taken up the same and soon clear clarification will be issued by the Directorate.
19. SSP Asansol stopped the February salary for 52 GDS in the name of non achieving Targets and with our continuous pursuance materialized and on 21.3.25 SSP issued orders to release the Feb salary as per the directorate instructions.
20. In Coochbehar Divn WB irregularly recovered drawan increment to 101 GDS in the name of diesnon even though there are no specific instructions from Division Head about break in service. We got a positive response to resolve the issue soon.

Voluntary Discharge Scheme for all categories of Gramin Dak Sevaks (GDS) on Medical Grounds - reg.
Dear all,This is very happy to inform that on behalf of FNPO efforts started in 2020 (continuously pursuing) to allow Compassionate appointments for GDS in employees who wish to discharge on Medical grounds as per the provision of Section 47 of Disability Act 1995. Now the department gives orders as per our demand and also extends the same benefit for those who may discharge from GDS on permanent disability also. Please see DG order dated 25.2.25.
Further more happy and important news is, Departmental employee diseased family members whose cases reject in Department CRC they can apply for GDS post also. So 💯 percent guarantee is there for appointments at least for the GDS post. At the time of application for CRC depended family members can apply for both Departmental Post and GDS post at a time separately. If any such family members select for both Departmental and GDS post as per their choice for anyone post he/her has to submit resignation. Please give wide publicity in social media groups. Before attaining 62 years of age should apply.

Dear colleagues,On 13.03.2025 got an opportunity to meet Hon'ble MoSC Dr Pemmasani Chandrasekhar garu at Sanchar Bhavan and discussed various issues in detail and Sir assured positive action very soon.
1. Rationalization of POs, ICD, Merger of RMS units... In these FNPO asked a meeting with Hon'ble MoC and MoSC to discuss in detail for betterment of the Department and staff welfare.
2. Ex-servicemen re-fixation case pending at MoE and requested immediate intervention.
3. Delhi Circle PM surplus list and MTS 20222 results and also 2023 MTS/Postman results.
4. Harassment of staff in the name of targets with unproductive split accounts.
5. Immediate construction of PO buildings in vacant sites.
6. IPPB loss issue and PO staff should allow it instead of outsiders.
7. Postal tariffs should be raised to get more revenue by reaching customers aspirations like time bounded safe secure delivery.
8. BO staff should be utilised for booking of foreign parcels at doorsteps of the customer by paying incentive like our competitors what they are doing. This will increase more revenue than unproductive foul practices like opening of split/bogus accounts.
9. Rationalization should not be done only at PO level wherever needed for growth of the department should be carried out in other areas too.
10. Irregular stoppage of Salary for 52 GDS in Asansol Divn for not fulfilling of target assigned to them. Also irregular deployment of 50 PA posts from Kolkata GPO to Buraipur divine. Irregular recovery of increment issues of the Coochbehar divn such examples brought to the notice of Hon'ble MoSC.
11. Shifting of BOs to Panchayat offices.
12. Unilateral decisions and discrimination should be stopped immediately.
13. GDS regularisation issue and its feasibility discussed.
14. RMS sections should give effective services than RTN and give examples too.
15. Asked for a better working environment for PO staff.

Rule-38 March Transfer Cycle Update.The postal Directorate has conveyed a new schedule for Capturing of Vacancy by Divisions and Acceptance (Verification) of requests if any for both Divisions and Circle which will last till 21.03.2024.
After completion of the above activities by Divisions and Circles, CEPT will commence the allotment generation process and publish the results within 07 days to 10 days.

Department of Posts Signs MoU with Foundation for Science Innovation and Development (FSID), Indian Institute of Science (IISC), for documentation of Technology Architecture for Digital Address DPIDepartment of Posts has undertaken an initiative namely “Digital Address Code” aimed at establishing a digital public infrastructure for a standardized, geo-coded addressing system in India ensuring simplified addressing solutions for citizen-centric delivery of public and private services to establish ―Address as a Service‖ (AaaS) in India.
As a part of this initiative, the Department of Posts (DoP), under the Ministry of Communications, has signed a Memorandum of Understanding (MoU) with the Foundation for Science Innovation and Development (FSID), Indian Institute of Science (IISc), Bengaluru, for designing and documenting the technology architecture for the Digital Address Digital Public Infrastructure (DPI).
This strategic collaboration aims to lay foundational technological principles and design for establishment of digital address DPI which is envisioned as a standardized, georeferenced and interoperable addressing system that will revolutionize the ways in which address data is created, shared and consumed in the country. It will serve as a foundational public infrastructure that integrates with government, business, and citizen services to streamline service delivery, emergency response, financial inclusion, and urban planning.

Speaking on the occasion, Shri Harpreet Singh, Member (Operations) of the Department of Posts, stated:
"The Digital Address DPI is a transformative initiative that will be helpful in the socio-economic development of the country. Partnering with IISc shall ensure a technologically sound, secure, scalable, citizen centric, privacy respecting and future-ready framework that supports India's growing digital economy and governance needs."

Dear Comrades,At the outset, PJCA conveys it's sincere thanks to all the state PJCA leadership for their overwhelming response to the 3rd phase of Agitational Program and making the 25th Dharna at Circle office, a thundering Success .
Department convened the meeting with PJCA leadership to negotiate/Discuss on the charter of Demands for which phasewise Agitational Program's are being conducted. Member P ,Member O and DDGs of various wings represented the official side, GS of various affiliates of both Federations (PJCA )including GDS union represented staff side . The issue's were discussed threadbare but stalemate still continues, Authorities are justifying their policy decisions on ICH ,IDC and other issue's, and were soughting time upto April for incorporating our suggestions. We insisted on issue of minutes of today's meeting , so that Assurances being given are reflected on paper.We also requested for arranging a meeting with Secretary Post and also with MOC.
As nothing concrete came out of today's meeting, the scheduled remaining phases of Agitational Program's would be observed as decided and communicated to the Department. PJCA urges upon one and all to join the 3rd March Dharna at Jantar Mantar New Delhi in large number's and make it a grand success.
