The Federation of National Postal Organisations (FNPO) has actively urged the Secretary (Posts) to ensure the timely convening of Departmental Promotion Committees (DPCs) for Lower Selection Grade (LSG), Higher Selection Grade-II (HSG-II), and Higher Selection Grade-I (HSG-I) posts to address severe promotional stagnation.
Key highlights from recent communications and developments include:
Request for One-Time Relaxation: FNPO has proposed a one-time relaxation in service rules, suggesting that officials with at least one year of service in their feeder cadre be considered eligible for promotion to HSG-II and HSG-I.
Concerns Over Delays: The Federation pointed out significant disparities between Circles; for instance, the Kerala Circle issued 2026 promotions by December 2025, while others like Andhra Pradesh had not completed DPCs even for 2025 vacancies.
Impact of Non-Compliance: Delays are reportedly affecting pay fixation, seniority benefits, and the accurate calculation of vacancies for Limited Departmental Competitive Examinations (LDCEs).
Recent Official Meetings: A periodical meeting chaired by the Secretary (Posts) was held on 10 March 2026 at Dak Bhawan, New Delhi, where these issues were discussed with FNPO representatives.
Historical Relaxation Measures: The Department previously granted one-time relaxations for the 2022 and 2023 vacancy years, reducing the LSG to HSG-II service requirement from 6 years to 4 years, and the HSG-II to HSG-I requirement to 3 years.
Account Line Merger Issues: FNPO has also called for the withdrawal of the accounts line merger (dated 11 February 2025) and requested that HSG-I promotions be awarded with higher pay scales.

Dear Comrades,
It was an introductory meeting. The time allotted by the 8th Central Pay Commission was only one hour, but the meeting continued for nearly one hour and twenty minutes.
The NC-JCM Staff Side members placed all major issues before the Chairman of the 8th CPC. Subsequently, the Staff Side requested the Chairman to consider two important matters:
1. Extension of the last date for submission of the structured memorandum up to 31st May 2026.
2. Granting an opportunity to every constituent Association/Federation to present their views, either in Delhi or in their respective States.
The Chairman assured that both requests would be discussed with the Commission team and an appropriate decision would be taken.
The 8th CPC may convene further meetings as and when required.
Detailed points are expected to be circulated separately by the NC-JCM Staff Side.

Dear Colleagues,
Though the 8th Central Pay Commission vide notification dated 11.4.2026 from unions from unions called to submit Memorandums by unions/associations with a deadline of 20.04.2026, I am pleased to inform you that within a very short span of one week, FNPO has successfully uploaded its comprehensive memorandum, incorporating the demands and concerns of all its affiliated unions.
This achievement was made possible under the able guidance of Sri D. Theagarajan Sir, along with the dedicated efforts of a committed team comprising Murali (CS, NUR-III, Tamil Nadu), Sudeesh Kumar (CS, NAPEC, Tamil Nadu), Sultan, Hemanth Kumar, Gautham, Sobhan Babu, and Syed Ali, who worked tirelessly to complete this important task.
I also sincerely acknowledge the valuable guidance extended by Sri D. Kishan Rao Sir and Sri Saravanan Sir, who supported me at every stage whenever required.
The FNPO memorandum has been prepared with utmost care, ensuring that it reflects the aspirations, issues, and genuine demands of employees across all cadres, gathered from the grassroots level. I am confident that it will meet the expectations of our members.
As an NCJCM constituent, we have adhered to the recommendations of the National Council (JCM) regarding the 8th CPC. We have ensured that our submission is aligned with these recommendations without deviation. Accordingly, we have also attached the NCJCM memorandum along with detailed, cadre-wise submissions from all affiliated unions, placing a comprehensive and well-elaborated case before the Hon’ble Chairperson of the 8th CPC.
Further, a formal request has been sent seeking an opportunity to present oral evidence before the Commission. The meeting is expected to be scheduled between 28th and 30th April 2026. Therefore, all General Secretaries are requested to remain prepared to attend the meeting on any of the scheduled dates.

Dear all, yesterday night, an e-banking related patch was deployed. This will enable the EB customers to add, modify and delete the nomination details in the accounts on their own without visiting the PO.
As such, now the EB customers besides opening and closing of accounts and funds transfer, they can extend the accounts, change the nominee details and print the interest statement.
